The Collaboration Playbook

Guidance on effective sourcing of collaborative solutions by UK purchasing authorities and teams

Produced by the INSTITUTE FOR COLLABORATIVE WORKING in consultation with industry and academia, the Government Commercial Function, Scottish Government, Welsh Government and Northern Ireland Department of Finance

This Playbook addresses a clear need across the public-sector for greater and stronger collaboration between procurement authorities and suppliers. It offers practical guidance to move beyond transactional relationships toward collaborative models that drive innovation, reduce risk, improve outcomes, and deliver greater public value.

Developed by leading experts from industry and government, it is designed for procurement authorities across the UK. The benefits are substantial: stronger supplier relationships, more resilient supply chains, better delivery, increased transparency and trust, and ultimately improved services and infrastructure for citizens.
